The movie is "A Call To Arms" and there is no mention of Babylon 5 being a receiver station in the book or the film.

How about "The Classified Research Station" in the Lantaru Sector.
Where the Omega Particles destabilised and f*cked sub space.
Worth a guess at least.

yeah, I think I'm gonna go with "luna" on this one. I have no other ideas to try.
